As per the standard procedure or code, there should be an electrical disconnection from the point where the cable enters the building to keep the cable safe. You have to ensure that the copper prongs behind the meter are clean. Stand the electric meter up-right in front of the socket and push the meter into the opening carefully to ensure that the copper prongs are connected to their matching clips inside the socket. Lock the meter at the designated place by screwing the circular clamp around the edge.
