Is it time to Re-Paint? What is the best way to determine the proper time to paint and who should be consulted to provide the answers? Many things must be considered, however let’s start with the current condition of the building. There are many professionals who can offer the correct answers, however since cost is usually an initial consideration; one of the most cost effective choices is to consult with is a paint manufacturer’s technical representative. Commonly, the manufacturer provides this service free of charge. Assessment The process begins with the paint representative interviewing the owner to inquire about current concerns that may exist with the building. Following the interview, the paint representative conducts a physical inspection of all building substrates and writes an assessment report that characterizes his/her findings. A second interview is scheduled to discuss the report. If the recommendations suggest the need to begin planning for repairs and repainting, the manufacturer’s representative is qualified to provide customized painting specifications that will include the procedures and systems best suited to recondition the structure. Specifications Painting specifications provide procedural and quality standards for the project. In addition, standardizing the scope of work offers equal information to all bidding contractors. After the specifications have been written, they are reviewed by the association for approval. Bidding Process A pre-bid meeting is usually recommended for larger repaint projects, whereby a meeting is schedule at the property with qualified painting or restoration contractors. The pre-bid meeting is conducted by the paint representative who reviews the specifications and physically walks the building with the contractors. Occasionally, questions arise by the contractors that fall outside the original scope. In this case, an addendum is produced for the contractors to include as a part of their bid. The bids are received by a scheduled deadline and are tabulated for comparison by the association’s board. It is customary, although not mandatory for the board to interview or negotiate with prospective contractors until a decision to hire is finalized. Starting the Job It is recommended that a pre-commencement meeting be held on site between the contractor, paint representative and owner to discuss the mobilization logistics and expectations of each party. Once the job begins, the paint representative should remain involved with the project to offer technical assistance to the contractor while monitoring the progress and procedures being followed. Inspections The paint representative should record the progress and results of the painting process. Inspection reports are offered to the management company both during the work in progress and at completion. Warranty Within the painting specifications, a warranty declaration of intent is provided, usually as a “sample warranty”. At the end of the project, the paint manufacturer’s representative executes and provides the original signed warranty document to the owner or owner’s representative. The typical warranty offered for most repainting projects in Florida covers “labor and material” for a seven year period from completion; however warranties may vary from manufacturer to manufacturer.
