HR policy manual or human resources manual is a kind of document written by a company explaining various rules and regulations for employees' benefit and procedures that could potentially arise in the context of recruiting, hiring, promoting, paying, retiring or firing employees. Having a well-prepared HR policy is very important for faithful adherence of employees and the smooth operation inside the office. It also goes long way in preventing lawsuits and defending your company and the senior managers in case of any employee dispute.

It's very important to have a HR Manual and policies to notify employees and managers of their rights and obligations under their the terms of their employment. These policies include statements of non-discrimination, plans to establish standards for attendance and employee discipline, procedures and criteria for selecting applicants for interview, hiring and promotion. It also includes other rules and regulations that come into existence in the appearance of a conflict of interest when employees have outside business or any political activities.

Now the question arises who are responsible for writing such rules and regulations as it must be written by someone more sensible, experienced and with understanding of running a business. The senior management of the company is basically responsible for writing the HR Manual's content. As it is affected directly by a large number of federal and state laws, every company needs to craft the HR manual taking the expert input of company's HR head and employment law attorney. You should know that these laws impose very specific requirements, and therefore, requires ongoing efforts on behalf of your HR team and management. It also considers the role of legal advisers to administer.

The HR rules & regulations also ask you to specifically address some major laws, no matter which industry or industries you are in. these laws govern various things that cater to the requirements of different workers employed in different departments. The law keeps track of minimum wages, overtime, record and child labour. Therefore, your HR rules and regulations and manual also ask you to define your responsibilities when an employee is a member of your company. The laws also ask you to grant leave to your employee to care for a sick or injured dependent or himself.

One can say that HR rules & regulations must be made by an experienced and knowledgeable person with knowledge of government policies and laws. It is very necessary for the flawless functioning of an organization.
