In a lively Farmers Guardian internet debate on Friday afternoon,panellists on both sides of the divide clashed over whether thedisease should be controlled in badgers using culling orvaccination. Farmers Union of Wales (FUW) director of agricultural policy NickFenwick said the scientific evidence in favour of culling had movedon significantly since the publication of the controversialIndependent Scientific Group (ISG) report on the subject in 2007.It concluded that culling badgers could not meaningfullycontribute to controlling bTB in Britain. But Mr Fenwick sad the results published since then, based onfurther analysis of the trial areas, have changed this to theextent that culling can now be shown to not only save large numbersof cattle lives, but also have a net financial benefit . While the latest figures show an overall reduction in confirmedherd incidences in the RBCT culling areas of around 26 per cent, atthe peak of the impact, after around 4 years of culling, confirmedincidences were 40-50 per cent lower.
The clear intention in northPembrokeshire was to ensure cattle measures complemented,sustained, and enhanced this impact, he said. He added that the Welsh Government s preferred vaccination policyin the north Pembrokeshire area initially earmarked for a cullwould end up costing the Welsh taxpayer 3.5 million. NFU vice president Adam Quinney said the Government and farmingindustry has learnt from ISG and moved in developing pilotbadger culls in England, due to commence this autumn. He pointed out the cull areas in West Gloucestershire and WestSomerset had been improved in terms of the size of the area andbetter boundaries to produce a better package of measures thatwill deliver better results . The areas are now twice as big with better boundaries, he said.
British Veterinary Association (BVA) president Carl Padgettpredicted that the overall benefit of culling in England would begreater than the 16 per cent reduction in cattle incidenceestimated by a group of scientists brought together by Defra lastyear. He said a 16 per cent relative reduction to the farmingindustry and vets is definitely meaningful in comparison to acontinued deterioration . But Gareth Enticott, a social scientist from Cardiff University whohas specialised in bTB, described the ISG s work as the goldstandard and said, from the public perspective, 16 per cent is nowhere near enough . The research we ve done shows that for a cull to be acceptable,the benefit would have to be up around 50 per cent, he said.
Describing the emotional toll of bTB on farmers and vets, he said: TB is about death, the enjoyable parts of a vet s job are aboutlife. And when there s no light at the end of the tunnel, it canbe a soul destroying job. Badger Trust spokesman Jack Reedy said the fact that the ISG sfindings were difficult to put into practice in real life was no reason to go for badger culling . This has been discredited and declared risky, and the methodcurrently advocated in England is completely untried in anypeer-reviewed study, he said.
