Disasters are the most complicated situations where-in the national and state government must face lot of loss in terms of material and human resources. The public safety and the emergency management agencies play a significant role, during the time of disasters. Effective collaboration tools are mandatory assets in enhancing the communications among all its auxiliaries around the nation. Various communication means such as e-mail and phone call communications are the sources of interaction within the agency, but these means of communication may not affirm circumstances on the real time environment during the time of emergencies. The emergency management agencies have necessity of high end communication which is far better than voice and text. Video conferencing is the best ever solution for these agencies to track the field persons and to deliver the instructions, so as to make a decision regarding the plan of action that have to be compiled during the time of traffic jams or hurricanes or any disasters. Video conferencing software is today the most important technology that is letting the world to get in touch with all the human resources which are located at various corners of the globe. In case of disaster management faster communication is needed, so as to take the timely decisions and to plan the rescue operations. The need for Video conferencing in the emergency management agencies can be demonstrated, by considering the following instance. Let us consider the instance of uttarakand, where-in a sudden flow of floods have attacked most of the parts of uttarakand. This incident was happened all of a sudden, in this case the communication through phones or emails, will not convey the exact circumstances. There-by the emergency agencies cannot make an accurate decision on how many resources are needed for the rescue operations. As the above stated disaster comes under the National Disaster Management (NDM), the local emergency agencies must immediately report the situation to the higher officials at NDM. Through video conferencing the local agencies can show exactly what was happened at the place of disaster. By visually understanding the exact scenario, at the place of disaster the NDM can be able to prepare and execute the rescue action plan rapidly and can make an assessment of how many or how much resources are required for the rescue operation. The disaster management agencies can spread there resources, so as to monitor the emergency conditions, weather conditions and the scope of transportation, through video conferencing. By acquiring such information the NDM higher officials can assess the situation and perform rescue operations accordingly. This solution allow the agency officials to communicate and share information through virtual sessions. It also facilitate the agencies in connecting with the remote teams instantaneously at the time of emergencies. Faster interaction enables the agencies to share information in real-time, such as videos of affected areas and on-site reporting. Network congestion will be the major problem at the time of disasters, but the Video conferencing solutions are today capable in running in very low bandwidth also.
