For limited liquor license an application fee is payable for each day for the entire duration of the event In South Australia it is an offense to sell liquor without obtaining a liquor license from the government of Australia. Ministry of Business Services and Consumers otherwise called as Consumers and Business Services or CBS in short issue the required licenses to the license seeker as per the Liquor License Act 1997. Licenses can be obtained under 11 different categories identified by CBS. One such category is Limited Liquor license. Such a license is required for once off events i.e. Limited liquor license is necessary to obtain if you are planning to host a party, celebrate an event where liquor will be sold you need a limited liquor license. Even if there is no sale of liquor but consumption is allowed you need a limited license. Examples of premises that require limited licensees include party hall, public place intended to host the party or event, restaurants, café and shops, boats, trains, bus or li mousine. An exemption in application fee would be given for an event or party is conducted for a charitable or community purpose, in the opinion of the licensing authority. In addition to the application fee a license fee is also payable on the grant of the license for large events or commercial high risk event. License seekers who are conducting such large commercial or high risk events should adhere to certain conditions and rules laid down by CBS. The license fee must be paid before the commencement of the event or the license is liable for cancellation. In certain cases such as granting the license to an holder of existing liquor license the license fee is not requires; only application fee is payable. Another category of liquor license is a small venue license. This category is relatively new and recently introduced by CBS. This license is introduced to accommodate for new venues operating in the central business district or CBD only. Main features of a small venue liquor license are; venues can operate from 11 am till midnight and extensions till 2am, gaming is not permitted, capacity of the venue is restricted to 120 persons, live entertainment can be offered and nearby businesses and neighbors has no rights to raise objections. These small venue licenses are introduced to encourage entrepreneurs to develop small businesses without the potential difficulties and costs associated with existing licenses. The small venue license aims to provide flexibility and a new streamlined process for small venue license applications. A small venue license is currently restricted to Adelaide’s central business district. The Department of Transport, Planning and Infrastructure in collaboration with CBS, SA Police and Adelaide City Council is offering a case management service to support the licensing process for entrepreneurs looking to establish a new small venue in the Adelaide CBD. The small venue licenses carry an annual fee apart from the regular application fee. The license seekers also need to undergo a mandatory ‘fit and proper person’ test and necessary council development approvals before applying for the small venue license.
