It is a clearance from the CIC that the vacancies can be filled by foreign skilled workers, due to the lack of those skillsets in the domestic market. Even the work permit application fee might see an increase from its current mark of 150 Canadian dollars. The reforms are patronizing individuals considered to have bright minds. Steps have been taken to attract and retain brighter students and individuals who have business start-up plans. There is special recognition for foreign entrepreneurs who have already received an investment commitment from angel and investor groups in Canada. The language benchmark that is used to qualify individuals will also test their reading, writing, speaking and listening skills.
