Larry Miller, the MP for Bruce Grey Owen Sound, says he s upset the UN Committee Against Torture voiced displeasure with theHarper government s refugee-reform bill, and sent a rapporteur onfood security to Canada. He doesn t like the criticism from the UN and issued a statementsaying he s going to ask Foreign Affairs Minister John Baird toconsider whether Canada should take its ball and go home. If this is the type of action that the UN will be taking, then Ithink it is high time that we review our participation in theUnited Nations, Mr. Miller said in a statement. It certainly would be an unprecedented way to respond to theproddings of some of the UN s many bodies and their reports. No country has ever quit the United Nations, which has 193 members.Only one country, Vatican City, has stayed out of the UnitedNations voluntarily. A few others, notably Kosovo and Taiwan, havenot been allowed in because countries disagree on whether theyshould be recognized as sovereign nations. The UN Committee Against Torture, which was conducting its regularreview of the compliance of countries that have signed ananti-torture convention, suggested Ottawa reconsider a bill thatwould reduce appeals for people who claim they face persecution butare denied refugee status in Canada. Mr. Miller also said he did not like its criticism of Canada forissuing a wanted list of 30 so-called war criminals actuallypeople who are inadmissible to Canada because they were officialsof governments involved in crimes against humanity. The committeesaid Ottawa should prosecute war criminals in Canada, rather thandeport them. Liberal foreign affairs critic Dominic Leblanc called Mr. Miller scomments ignorant and said they were symptomatic ofConservative foreign policy weakness. Their foreign policy, comprised of press releases, criticizingothers and throwing hissy-fits when others dare criticize them, hasdamaged our international reputation, and affected our ability towork collaboratively with other governments and multi-lateralorganizations, he said in a statement sent to The Globe and Mail. Later Wednesday, Mr. Baird's office issued a statement sayingCanada won't be taking Mr. Miller's suggestion. "Canada has been and will continue to be a reliable andresponsible participant in UN initiatives around the world,"the statement said. But the statement also said the UN is in "slow decline"and Canada will voice its concerns. "The greatest enemies ofthe United Nations are those who quietly undermine its principlesand, even worse, by those who sit idly, watching its slowdecline," it said.
