Web hosting services are regionally at variance because of latency, cultural differences and variations in currency values. For example, web hosting services in most of the States in the U.S. are not subject to any additional indirect tax, such as a sales tax or a service tax - when you checkout. India, on the other hand imposes a service tax, on online sales of web hosting. In India, most of the web hosting market is dominated by businesses in the web designing industry. Most businesses would approach a designer to design a website and the designer would pick the hosting provider and the domain name provider. Businesses generally do not pick the hosting and domain name provider in India. On the other hand, in the US the business would generally buy a domain name itself from either godaddy or something of the sort, and either make a working website in house online, or hire a designer after the domain name has been bought. This is primarily because businesses are more tech savvy in the US, as compared to smaller emerging markets such as India. China on the other hand is very language sensitive. If your website is no in Chinese, you're probably not going to have any Chinese customers. China is so language and region specific that even most of their search traffic comes through baidu, and not google. Europe on the other hand, is more open and integrated with English, google and the like. They obviously have their regional variations like different rates of tax and different pricing for country level tld's but its relatively open like US, and the UK. Other countries that are language sensitive are France and Russia. Russia is language sensitive, but Russians are also price sensitive, so - they are smart enough to chose the cheapest option, even if it is not in "Russian", functionality would trump language. French are not the same, they would not generally mind paying more money for a French based panel even if a cheaper one is available in English. Payment systems are another concern. India is very sensitive in terms of payments online. The Reserve Bank of India has mandated three levels of security for online credit card payments. All Indian payment gateways have to implement the "Verified by visa" or "Verified by Master" brands. They essentially require a password for online credit card payments, which you have to set up through your internet banking interface. This is not a fallout of higher fraud in India, but it is because Indians are generally very skeptical of making payments online and very apprehensive. It's changing slowly, and steadily.
