They should dispose of the sludge and scum in waste treatment plants or other septage treatment facilities and make sure to dump them only in approved landfills. Another way of disposing septage is by using it as fertilizer to grow food. This is the type of fertilizer used on foods that don’t bear the “USDA Organic” label. This has become a controversial way of using septage, although some people would argue that it favors both the municipalities and the farmers.
