The city of Wenzhou in Zhejiang province is stepping up efforts to transform the area into a major optoelectronics and laser production hub in coming years. In line with this goal, the government has pledged to provide $76,000 to $540,000 to support R&D projects. Zhejiang Gemcore Technologies Co. Ltd, for example, has received $61,000 from the Zhejiang Development and Reform Commission and Department of Finance. The fund will be allotted to the maker’s new factory at the Binhai Industry Zone. Scheduled to be completed this year, the facility will have an annual capacity of 4.5 million high-power LEDs and 3.2 million LED lamps. Wenzhou authorities will also set aside an annual budget of $7.7 million for the construction of the China Optoelectronics and Laser Science Park. The first phase of the project, which will have an area of 500 hectares, will house the China Optoelectronic Mansion, research centers and dormitories. By 2015, it will be expanded to 2,000 hectares, and 4,000 hectares in 2020. Local officials hope the area will attract homegrown and foreign manufacturers. The Ministry of Science and Technology will likewise allocate up to $4.6 million annually within the next three years for the undertaking. The local government is encouraging eight to 10 academic institutions to set up the Zhejiang Optoelectronic Technology Research Center. Wenzhou University and Zhejiang Industry & Trade Vocational College, meanwhile, will be tasked to train technicians and cooperate with makers in technology development. In the years ahead, Wenzhou will emphasize advancements in optic power and communication, LED lighting and laser applications. The first will involve upgrades in conversion ratio, materials and structure of solar cells. R&D efforts on semiconductor lighting will revolve around diode-based illumination with higher brightness and longer operating life, and on larger versions used as LCD backlights. The other lines constituting the optoelectronics and laser industry include optic I/O and storage and optoelectronics components and displays. Investment in the line is estimated to hit $1.7 billion within the next five years. Wenzhou hosts 80 suppliers of optoelectronic and laser products at present.
