Although the act was intended to check organized prostitution, loose wording in the statute had the perhaps unintended consequence of allowing for the prosecution of any man who took a female not his wife across state lines for a sexual encounter.

The Bureau’s newly expanded powers also led to extensive contacts with “helpful” pimps and madams who gained favor by passing along potentially explosive information regarding payoffs to corrupt police, judges, and government officials, and the identities and sexual pedophiles of highly placed customers. The second decade of the twentieth century' saw the United States beset I and foreign woes. At home, decades of wholesale immigration from Italy, Europe, and the Balkans had enflamed the resentment of native-born citizen’s largely Protestant rural constituencies against predominantly Catholic churches. Many East Europeans and Mediterranean’s were trade unionists, a trait ha to endear them to militantly anti-labor big business interests.

A leading indicator of domestic unrest was the movement to prohibit alee ages. Although Prohibition gained its momentum in rural America, consumption of alcohol was greatest in the cities. A more dramatic and dangerous with the 1915 revival of the white-supremacist secret society, the Ku Klux Klan, w gram now included a virulent anti-immigrant strain. Racial tensions caused steady migration of rural Southern blacks to Northern cities.

Internationally, the assassination of Archduke Ferdinand in August 1914 brought the new Balkan war, the third since 1912. Unlike the others, this one flared outbreak that put Europe’s great powers at each other’s throat. Reelected in 1916 on the slogan, “He kept us out of war,” President1 Wilson on April 6, 1917, turned right around and brought the United States against Germany and the Austro-Hungarian Empire.

Wilson signed into law the 1917 Espionage Act, and it included a clause criminalizing “seditions utterances during the course of the hostilities.” Congress passed legislation restricting immigrants, excluding illiterates and those who advocated the use of force or violence to overthrow the U.S. government. This was followed by the 1918 Alien Act, also known as the Alien and Sedition Act, which banned alien anarchists from the United States.

Anarchists, radicals, and subversives were held to be equally dangerous to the war effort as German spies and saboteurs, most of who had been rounded up when war was declared. (By war’s end, the Justice Department had arrested 4,000 “enemy aliens.”)

April, 1918 110 IWW defendants went on trial. The trial lasted five months, making it the lengthiest criminal trial held up to that time in the United States. This resulted in William “Big Bill” Haywood and 14 others were sentenced to 20 years in prison, lesser terms were handed out to the underlings, and the organization was hit with a S2.5 million fine. The IWW was broken, never to recover.
