Applying for a Virginia concealed carry permit is a simple process of presenting application to the circuit court. People who are twenty-one or older may apply to the circuit court, in either the county or the city in which they reside. If applicants are members of the Armed Forces, they should apply to the circuit court, in the county or city in which they are domiciled. Form SP248, the Application for Concealed Handgun Permit, is available from the Virginia state police website. Also, courts may have specific procedures regarding proof of residency or completion of the application. Questions about specific procedures should be directed to the circuit court. The court will require proof that the applicant has the training to safely handle a firearm. Proof of completing a hunter's education course, or a National Rifle Association approved firearms safety course, are two ways in which applicants may demonstrate their competence with a firearm. A photocopied certificate of completion, or an affidavit from an instructor, will be accepted as evidence of a completed safety course. Courts may charge ten dollars for application processing. In addition, the background check conducted by local law enforcement will cost approximately thirty-five dollars. Permits must be issued within forty-five days of receipt, unless the applicant is disqualified. A citizen in possession of a document must carry it at all times, and should provide permits, along with photo identification, to a law enforcement officer, upon demand. Renewal is a similar process, and must occur every five years. The new document will become effective as soon as the old document expires, provided that the application is received by the court between ninety and one hundred eighty days before the expiration. For members of the armed services, whose permits expire while deployed, the court will recognize the Virginia concealed carry permit until ninety days after the person's deployment ends.
