The collection of vehicle and vessel tax in Guangzhou started onMarch 1, 2012. According to Guangzhou Municipal Local TaxationBureau, as the vehicle and vessel tax will be collected based onengine displacement this year, the tax collection system need someadjustments, which have not been finished yet. Therefore, allelectronic collection systems (Hotye, EBank, and Pay Easy) as wellas the websites including .cn and arenot available to taxpayers, with the specific availability time tobe announced on the website of Guangzhou Municipal Local TaxationBureau. All vehicle owners may go to the authorized banks and postaloutlets to pay the vehicle and vessel tax or go to the receptiondesks of tax service halls of local tax bureaus in differentdistricts for tax declaration and payment. The vehicle and vessel tax this year can be declared by year,calculated by month, and paid in one time. Date of tax declarationand payment: March 1 to December 31, 2012. According to the Vehicle and Vessel Tax Law newly issued by thestate, it is planned to collect the vehicle and vessel tax forpassenger vehicles based on engine displacement this year, and theamount of tax to be paid falls into 7 levels ranging from RMB 180yuan to RMB 4,500 yuan based on engine displacement. According to Guangzhou Municipal Local Taxation Bureau, since theprevious tax collection system had no record of the displacement ofeach passenger vehicle, vehicle owners are required to provideapplication materials like the original and copy of the Vehicle andVessel Registration Certificate, the copy of the Identification ofTaxpayer, etc. while paying the vehicle and vessel tax. For newlybought vehicles and vessels, except for the above-mentionedmaterials, the original and copy of the uniform purchase invoice ofthe bought motor vehicles or vessels are also required. According to Guangzhou Municipal Local Taxation Bureau, if thetaxpayer can not pay the tax before deadline, in addition toordering the taxpayer to pay the tax within a definite time, thetax authority will additionally charge a penalty for delayedpayment of five ten-thousandths of the total per day as of the dateof delay; for delayed declaration, the penalty will be calculatedfrom January 1, 2013. For serious violation, a penalty of RMB 2,000yuan to RMB 10,000 yuan will be charged. Tax Payment Rules Tax declaration time shall be arranged in accordance with thelicense plate number. In order to avoid concentrated declaration, the time to declarevehicle and vessel tax is as follows: 1. For the license plate number with the last digit being one ofthe digits from "3" to "9", the corresponding month to the digit isthe declaration time. For example, for license plate numbers A8 8 or A 8AB with the last digit being "8", the vehicleand vessel tax should be declared in August. 2. For the license plate numbers with the last digit being "0","1", or "2", the tax will be declared in October, November, andDecember respectively. For example, for license plate numbers A5 1 or A 1AB with the last digit being "1", the vehicleand vessel tax should be declared in November. The vehicle and vessel tax exemption procedure for 2012 begins onJuly 1; please consult local tax authorities for relevantcertificates and specific requirements.
