As a way to be eligible for this system, the inmate need to neither be classified as a violent offender nor have any detainers (for instance deportation or transfer to an additional jurisdiction on pending charges following the federal sentence). Also, the inmate must meet 3 criteria outlined by the Federal Bureau of Prisons: 1. The inmate must have a documented pattern of substance abuse within the twelve months before the arrest for which he or she is serving his or her existing sentence; AND 2. The inmate must be capable of full all 3 phases of RDAP, which includes neighborhood transition drug abuse therapy; AND 3. The inmate need to be diagnosed by the Drug Abuse System Psychologist as possessing a drug use disorder as defined by the American Psychiatric Association’s Diagnostic and Statistical Manual (DSM). Federal Rdap Plan - Most eligible inmates start the RDAP program with twenty-four months left on their sentence. RDAP has 3 components: unit-based element, follow-up services, and transitional drug abuse therapy. Follow-up solutions may be the element of RDAP following the unit-based element and could be the 1st part of the after-care requirement of RDAP. In this component, inmates are reintroduced in to the general population and should take part in follow-up services provided by the prison, unless the inmate is scheduled to go directly to a halfway residence following completion of the unit-based element. Pre Sentence Interview - Transitional drug abuse therapy could be the third and final component of RDAP.
