The Fifth TrilateralSummit Meeting among the People's Republic of China, the Republicof Korea and Japan was held in Beijing from Sunday to Monday. Thethree nations on Sunday released a joint statement of cooperationon sustainable forest management, combating desertification andwildlife conservation. Following is the full text of the document: Joint Statement of Cooperation on SustainableForest Management, Combating Desertification and WildlifeConservation (13 May 2012 Beijing, China) On the occasion of the twentieth anniversary of theUnited Nations Conference on Environment and Development, and onthe eve of the United Nations Conference on SustainableDevelopment, we, the leaders of the People's Republic of China, theRepublic of Korea and Japan, Recognizing that the realization of economic,social and environmental benefits of forests is one of theimportant means to achieve the Millennium Development Goals (MDGs)given the renewable, diverse and multi-functional nature offorests; Echoing the appeal of the Ministerial Declarationof the High Level Segment of the Ninth Session of the UnitedNations Forum on Forests, promoting synergies between climatechange and sustainable forest management activities, andendeavoring to promote the implementation of sustainable forestmanagement and achieving the Global Objectives on Forests, with theNon-Legally Binding Instrument on All Types of Forests beingregarded as an integrated framework for national action andinternational cooperation; Recalling the APEC Leaders' Declaration adopted inYokohama, Japan in 2010, requesting efforts to be made forachieving the goals set in the Sydney Declaration through enhancedcooperation for the promotion of forest rehabilitation andsustainable management; Recalling also the Beijing Statement on Forests andForestry adopted at the First APEC Meeting of Ministers Responsiblefor Forestry held in Beijing, China in September 2011, and theChangwon Initiative welcomed at the tenth session of the Conferenceof the Parties to the United Nations Convention to CombatDesertification (UNCCD COP 10) held in Changwon, the Republic ofKorea in October 2011, Decided to strengthen the cooperation among thePeople's Republic of China, the Republic of Korea and Japan, onsustainable forest management, combating desertification andwildlife conservation. I. Sustainable Forest Management We recognized that sustainable forest management isthe perpetual theme in ecological improvement and the pursuit ofsustainable development, and facilitates efforts to tackle climatechange, conserve biodiversity and promote green growth among thethree countries. It is necessary for the three countries tostrengthen and deepen the cooperation on sustainable forestmanagement. We reaffirmed the need to establish dialogue amongthe three countries on sustainable forest management, sharesuccessful experiences of sustainable forest management, enhancein-depth and all-round cooperation on sustainable forest managementpolicy, administration and technology, facilitate understanding andconsensus on and responses to climate change through forests, andexplore possibilities of the exchange, pilot programs anddemonstration projects of forest bio-energy development andutilization. II. Combating Desertification We recognized that desertification, landdegradation and drought (DLDD) constrain sustainable development inthe region, put ecological services at stake, and are some of themain causes for regional dust and sand storms (DSS). Sustainableland management and vegetation restoration in drylands areeffective means of prevention and mitigation for DLDD as well asDSS. Restoration and rehabilitation of species' habitats indrylands and the promotion of biodiversity conservation provideresources and ecological support for regional green economicdevelopment. We expressed satisfaction on the previouscooperation in this field. We will continue our close cooperation,implement the agreements reached at the UNCCD COP 10, and make fulluse of and develop the existing cooperative frameworks to furtherthe exchanges and cooperation in desertification control, promotethe restoration and regeneration of forest and grass vegetation,sustainable land management and resource utilization, andfacilitate DSS prevention and control in the Northeast Asianregion. III. Wildlife Conservation We recognized the significant role of strongerconservation of wildlife including endangered species in enhancingthe biodiversity given that the number of species has beendecreasing sharply worldwide due to various reasons such ashabitats reduction and climate change in particular. We decided toenhance information sharing in the areas of the rehabilitation andconservation of endangered species and their habitats, and toexplore the possibility of related cooperative programs to advancejoint efforts. We confirmed that it is desirable to facilitatemutual cooperation and technology exchanges for crested ibisrestoration and migratory bird conservation among the threecountries which are closely interconnected in terms of climate andgeography. We confirmed that further efforts will be madetowards promoting exchanges and communications between workinglevel officers to enhance the mutual understanding of ourrespective policies and positions on sustainable forest management,combating desertification and wildlife conservation by making useof the existing frameworks. We reaffirmed our commitment for the enhancedcooperation on sustainable forest management, combatingdesertification and wildlife conservation among the People'sRepublic of China, the Republic of Korea and Japan and decided toexplore the possibility of expanding our cooperation to East Asiawhen appropriate.
