The Physician Quality Reporting System came into being in the year 2007 and it was then known as the PQRI. It aimed at establishing a financial incentive for qualified doctors and healthcare professionals. It also aimed at making sure that the healthcare professionals must give an account of the measures they take while treating patients. To motivate the doctors for reporting their individual measures the PQRS stated that “By reporting on a minimum of 3 individual measures on a specified group of patients, a physician can earn a bonus payment of 0.5% on all of their Medicare billing for 2013 and avoid a 1.5% payment adjustment (i.e. penalty) which would be applied in 2015.” PQRI was renamed in the year 2011 as PQRS (Physician Quality Reporting System). The PQRS puts forward a comprehensive way for the health professionals by which they can manage their data so as to be able to report. Method which is used is the Registry Reporting Method. This method requires the providers to set up a registry. This registry must be approved by the CMS. It would help the healthcare professionals in recording their data accurately. Researchers say that this process is bound to be liked and used by almost all healthcare professionals in the years to come “since they can review the data and add key clinical information regarding the patient at anytime. Additionally, providers DO NOT need to select CPTII codes for registry reporting since the registry performs the measure calculations and performance data is submitted separately from the billing process.” Benefits of the PQRS system •Record data efficiently. •The process is quick and hassle free. •Reporting process is simplified by leaps and bounds. •One can view reporting status before the outcome is submitted to CMS. •One can choose from all 139 measures and 22 measures groups, available through registry reporting. •Lastly, providers and healthcare professionals can select the e-prescribing measure for an opportunity to earn an additional 0.5% incentive payment. Non participation, however, attracts penalties. Below is a list of penalties one might face as reported by the American Gastroenterological Association:- Year eRx EMR PQRS Total Penalty 2012 -1.0% No penalty No penalty -1.0% 2013 -1.5% No penalty No penalty -1.5% 2014 -2.0% No penalty No penalty -2.0% 2015 No penalty -1.0% -1.5% -2.5% 2016 No penalty -2.0% -2.0% -4.0% 2017 No penalty -3.0% -2.0% -5.0%
